**Responsibilities**

Role Purpose

The Universal Studios Lot is a 400 acre property that includes Universal Studios Hollywood theme park, Universal CityWalk, and Universal Studios motion picture and television production studios. With the adoption of the Evolution Plan in 2013, NBCUniversal and parent company, Comcast Corporation, have committed to investing billions of dollars into their west coast headquarters over the next 20 years.

With this significant investment, the planning and development needs within the company have continued to expand. Reporting to the Vice President, Global Real Estate Planning and Development, the new Planning Manager will be responsible for managing and shepherding projects through the planning approval process. Specific responsibilities will include, but are not limited to, obtaining approvals from the City and County of Los Angeles, tracking and reporting project compliance, and coordinating with other business units within the company to ensure that their needs and schedules are met throughout the process.



The position will have the following specific responsibilities pertaining to the Universal Studios Lot; however, the responsibilities of the position may be expanded to include similar responsibilities at other NBCUniversal properties globally.



Responsibilities

**Planning**



+ Prepare necessary documentation, manage projects through the planning/pre-development process, and convey project details to relevant government officials

+ Develop and maintain a thorough understanding of the Evolution Plan and its conditions of approval, the related Environmental Impact Report and its mitigation measures, and applicable City and County codes, to be able to provide timely and accurate feedback on project feasibility, process, and timelines as they pertain to the planning process

+ Monitor development and operations to ensure compliance with applicable regulations, conditions of approval, and mitigation measures; prepare applicable reports and documentation; effectively make interpretations to find solutions

+ Manage consultants preparing environmental or engineering studies including but not limited to traffic, noise, and air quality; review and analyze work products and ensure that schedules are met

+ Develop and maintain relationships with theme park, production, and other internal business units to ensure that real estate strategies are aligned with business objectives and the operations on the property

+ Coordinate with internal business units to understand project needs, parameters, and schedules

**Government Affairs**



+ Cultivate excellent working relationships with officials from the City and County of Los Angeles including elected and appointed officials and staff from various departments including, but not limited to, planning, transportation, engineering, public works, and council offices

+ Develop a thorough understanding of City and County processes and be able to effectively navigate bureaucracies to find information and solutions

**Community Outreach**



+ Cultivate relationships with relevant stakeholders including those involved in neighborhood associations and community groups

+ Coordinate with other business units to include development projects and operations in the company's overall public relations and outreach strategy while working within the larger corporate communications objectives

**Qualifications/Requirements**

Basic Qualifications



+ Bachelor’s or Master’s degree in urban planning, real estate development, architecture, engineering, or a related field

+ Minimum of 4 years of urban planning experience in the private or public sector

+ Knowledge of basic planning and development concepts, processes, and regulations including local and state planning laws, the California Environmental Quality Act, and the Subdivision Map Act

+ Experience managing major and complex development projects through the pre-application and entitlement processes, including setting and maintaining schedules

+ Ability to understand, analyze, and interpret codes and regulations and to make persuasive arguments regarding interpretations and recommended courses of action

+ Experience cultivating relationships with elected officials, appointed officials, executive and senior government staff, and front line government staff

+ Knowledge of the complete development and construction process and ability to work with architects, engineers, plan checkers, inspectors, and contractors

+ Extensive experience managing major and complex development projects, including managing multiple simultaneous projects

+ Sustained relationships with elected officials, appointed officials, and staff in the City and/or County of Los Angeles

+ Thorough understanding of planning and development processes in the City and/or County of Los Angeles

+ Thorough understanding and appreciation of local politics; ability to understand political ramifications of projects and decisions and make recommendations accordingly

+ Helpful and positive demeanor to strengthen relationships with different business units such as theme park and studio representatives

+ Experience in the public sector or working directly with planners in the public sector

+ Working knowledge of software programs such as AutoCAD, ArcGIS, and SketchUp

+ Ability to focus on detail while integrating that with the bigger picture
